Shandong Maritime Safety Administration of the People's Republic of China (here in after referred to as Shandong MSA) is one of the provincial level administrative organs directly under the Ministry of Transport of China. According to the responsibilities and rights authorized by Maritime Traffic Safety Law of the People's Republic of China, Marine Environment Protection Law of the People's Republic of China, and certain international Conventions and national laws, regulations and rules, Shandong MSA is in charge of maritime supervision, emergency response and security work including marine safety supervision, ship pollution prevention, marine search and rescue coordination, marine safety communication in the coastal sea areas, ports and inland waters of seven coastal cities of Shandong Province.

On December 28,1999, in accordance with the unified arrangement of the reform of the national waterborne administrative system,Shandong Maritime Safety Administration of the People's Republic of China was founded in Qingdao. Shandong MSA carries out three-level management. The first level includes 18 departments, and the second level includes 8 sub-branches--Yantai MSA, Jinan MSA, Qingdao MSA, Rizhao MSA, Weihai MSA, Weifang MSA, Dongying MSA and Binzhou MSA, and 3 direct units which are Maritime Patrolling and Law-enforcing Detachment, Seafarers' Examination Center and Administrative Service Center. Besides, there are 30 basic maritime divisions belong to the third level which are responsible for on-scene supervision.

The jurisdiction area of Shandong MSA dominates a coastline of 3,024.4 kilometers in which islands' coastline are 688.6 kilometers, and the portion of mainland coastline is 1/6 of national total coastline. The jurisdiction area of Shandong MSA is one of the dense areas of ports in our country. Shandong province is located at the south-north maritime traffic major route of eastern part of china. It is an area of high risk with busy marine transportation, complex navigation environment, atrocious weather and sea condition. Affluent in ocean resources, tourism resources and fishery resources, and the aquiculture, fishing, entertainment, water matches in Shandong MSA jurisdiction area are frequent, thus, the task of maritime safety management and pollution prevention is very hard.

Under the leadership of Ministry of Transport, Maritime Safety Administration of P.R.C and Shandong provincial government, Shandong MSA enforces law strictly, services with great passion, deepens reform and carries out scientific management, and now it has made big achievement. In the future, under the guideline of the Scientific Outlook on Development, based on maritime work, Shandong MSA will focus on maritime safety management and make big contribution to the development of local economy and society.
