Shandong MSA, located in Qingdao and founded on Dec. 28th, 1999, is a bureau level administrative law enforcement organ directly under the Ministry of Transport of China. According to the Maritime Traffic Safety Law of the People's Republic of China, Marine Environment Protection Law of the People's Republic of China ,Regulations of the People's Republic of China on Seafarers as well as other national laws and regulations, and international Conventions such as SOLAS Convention, MARPOL 73/78 Convention, STCW78/95 Convention contracted by China, Shandong MSA is in charge of safety supervision and management, ship pollution prevention, marine traffic order maintenance in the coastal sea areas, ports and inland waters of seven coastal cities(Qingdao, Yantai, Rizhao, Weihai, Weifang, Dongying, Binzhou) of Shandong Province, responsible for safety supervision and industry management of water transport enterprises in Shandong Province directly under the Central Government, undertakes the function of Shandong MRCC office, implements international conventions, and safeguards national sovereignty.
