From November 24th to 25th, Yantai MSA took a full participation of AM and exchanged investigation experience of the collision between “Ronghai” and “Jinbeixinyu 07187”. YTMSA pointed out the reasoning law enforcement as the highlight in the whole procedure. Finally, two parties reached an agreement that the fishing vessel should assume the main responsibility and compensate the merchant side, making this a classic case in handling collision between merchant vessels and fishing vessels.  

YTMSA have also shared effective approaches to avoid collisions between merchant vessels and fishing vessels. Firstly, the mechanism of “vessel management based on port” should be implemented to achieve a strengthening management from the source. Secondly, the principle of seeking truth from facts should be complied with to protect legitimate interest. Thirdly, it is necessary to conduct publicity and education for the purpose of avoiding collisions between merchant vessels and fishing vessels.
