Shandong province is located at eastern coastal area of china. Shandong peninsula, together with the Liaodong peninsula opposite to it from the north, encircling Bohai bay, borders on Bohai Sea and Yellow Sea, and faces Korea peninsula and Japanese archipelago across the sea. A modern ports cluster, which uses Qingdao port, Yantai port and Rizhao port as major hub ports, Longkou port and Weihai port as local important ports, and middle or small-sized ports such as Weifang port and Penglai port etc. as complementarities, has been initially forming along the coast.
The jurisdiction sea area of Shandong MSA belongs to the administrative area of Shandong province, stretching across Bohai Sea and Yellow Sea. It has a coastline of 3,121 kilometers, which is 1/6 of national total coastline and the second longest one among all provinces; there are more than 200 bays along the coastline, among which about 70 are excellent port bays; there are 296 off-shore islands, among which 29 islands have more than one thousand inhabitants. There are 33 ports among which 25 are first or second category open ports along the coast of the jurisdiction area, making it one of the densest areas of ports in our country. In 2008, the port cargo throughput of Shandong jurisdiction area occupied the second place of other coastal provinces and municipalities in our country. Ocean going and near-sea shipping lines can reach to more than 100 countries. The jurisdiction area is characterized by dense traffic flow, large amount dangerous cargoes transportation, a lot of marine passenger transportation lines and big passenger volume, deep affect of atrocious weather and sea condition, quick development of ocean economy, high safety risk, high environmental sensitivity and high people relevance which have existed for a long time.
The jurisdiction area of Shandong MSA is adjacent to the Tianjin and Hebei jurisdiction areas to the northwest, to Liaoning jurisdiction area to the north, and to Jiangsu jurisdiction area to the south.
The following Chinese areas between north and south borderlines are jurisdiction area of Shandong MSA:
(a) North borderline: a line connecting the below three points 38.18'00"N/117.54'00"E,38.18'00"N/120.20'00"E and 38.30'00"N/120.20'00"E, and extending to the due east along the 38.30'00"N latitude direction.
(b) South borderline: a line beginning from the point 35.05'10"N / 119.18'00"E to the north end of Ping Island, and then extending to the due east along the 35.08'00"N latitude direction.
